You can sew these panels onto fabric by making sew holes with an awl and using a thick curved needle with sturdy thread. I have been using Ure-Bond to glue this onto fabrics with great results! I pin the armor on over the fabric while draped over my dummy torso with T- pins or clamp on while the adhesive cures. It doesn't take other glues too well unfortunately. The backs will be unsanded and glossy, I recommend sanding the back with rough sandpaper before attempting to glue them.
If you would like to thin out the panel to make it more flexible, use a belt sander to gently grind down the back. Be careful as the rubber texture likes to catch on the belt, go slowly and sand one half at a time.
